Full-scale drills held at Akkuyu NPP Akkuyu Nuclear, PUBLISHED 15.10.2026 Scheduled full-scale emergency response and firefighting exercises were held at the Akkuyu Nuclear Power Plant (NPP) site, where the plant is being built by Rosatom State Corporation. Plant personnel, nuclear industry technical support centres and emergency services from Mersin Province practised responding to the consequences of a simulated abnormal event modelled on the full-scope simulator at the Akkuyu NPP Training Centre. “Emergency preparedness is a key element of nuclear power plant safety. We offer our partners support in this area. Whenever a nuclear industry is established in a newcomer country, particular attention is paid to safety. We address all questions before the nuclear power plant starts up. With each passing day, we are getting closer to the start of commissioning activities. At the final stage of this work, we will need to obtain the operating license from the Turkish regulator. One of the conditions for obtaining the license is the readiness of emergency response personnel and resources. Coordination with the relevant services in Mersin Province, fire brigades and the Disaster and Emergency Management Presidency of the Republic of Turkiye therefore involves thousands of people and their practical exercises at the site,”Rosatom State Corporation Director General Alexey Likhachev said. The exercises were observed by Deputy Minister for Emergency Situations of Russia and Chief State Fire Inspector of the Russian Federation Anatoly Suprunovsky; Deputy Minister of Energy and Natural Resources of the Republic of Turkiye Zafer Demircan; and senior management representativeû of Rosatom State Corporation, Nuclear Regulatory Authority (NDK) of Turkiye and other institutions. Participants included Akkuyu NPP operating personnel, the plant’s fire safety and emergency rescue services, Disaster and Emergency Management Presidency (AFAD) units, the Mersin Fire Department and the regional forestry authority for the Gulnar district. Technical support centres operated by Rosatom and the Moscow Centre of the World Association of Nuclear Operators (WANO Moscow Centre) joined via video conference to support the management of response activities at the site. The full-scope simulator, which served as the Unit 1 main control room during the exercises, was used to model a scenario combining unlikely operational disturbances and equipment failures. Acting strictly in accordance with procedures, the unit shift assessed the condition of the power unit and took the necessary measures to stabilize reactor plant parameters. Alongside the actions of the operating personnel, communication systems were tested for transmitting information to plant management and external organizations and receiving advice from nuclear industry experts. An emergency management team and the Emergency Commission worked at the mobile crisis centre on the NPP site. Participants practiced decision-making, response coordination and the organization of measures to protect personnel. Employees not involved in the response took part in an evacuation drill. The firefighting component of the drills involved extinguishing a simulated fire at the standby auxiliary transformer of Unit 1. Akkuyu NPP fire safety service crews and Mersin Province municipal fire service practiced joint deployment, the application of extinguishing agents and the protection of adjacent equipment. The drills scenario also included a simulated forest fire beneath power transmission lines outside the NPP site. Forestry units from the Gulnar district, Akkuyu NPP fire safety service crews and members of the volunteer fire team comprising employees of AKKUYU NUCLEAR and contractor organizations took part in the drill. Participants practiced maintaining a continuous water supply, creating a firebreak cleared down to mineral soil to limit the spread of the fire, and using helicopters in areas that were difficult to access. The NPP search and rescue team, together with services from Mersin Province, practiced assisting simulated casualties, including locating and rescuing people trapped beneath debris, lowering casualties from height and handing them over to medical personnel. Outside the Akkuyu NPP site, in Buyukeceli, AFAD personnel set up a reception and allocation centre for evacuated personnel, along with a radiation monitoring and decontamination station. Specialists practiced directing arrivals to the appropriate services and providing simulated initial medical care. Mersin Governor Atilla Toros personally inspected the centre’s equipment and operations. “Today, the delegation from Emergencies Ministry of Russia participated as observers in emergency response and firefighting drills involving several training tasks. Personnel and resources from the nuclear power plant, the municipality and the executive authorities of the Republic of Turkiye worked in a coordinated manner, and all drill objectives were achieved. All tasks were completed in full, with a high standard of organization,” Deputy Minister of the Russian Federation for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters Anatoly Suprunovsky, made his evaluation regarding the drills.
